A Transportation Omnibus Bill has yet to be agreed upon by the Senate, House, and governor, although a budget target of $200 million over base funding for the fiscal year 2022-2023 budget and $15 million for the fiscal year 2024-2025 budget was agreed to on Monday. Several same, similar, and noncontroversial Senate and House-only provisions were agreed upon by the conference committee but were not ultimately passed out as a conference committee report.
The details of the budget targets are still unclear, as well as numerous policy differences between the Senate and House bills. The Senate Omnibus Transportation Bill includes numerous shifts and transfers from the Trunk Highway Fund to the General Fund while the House included various increases in transportation-dedicated revenue streams. Federal funding provided for COVID-19 relief complicates the budget outlook further while the Legislature continues to determine how these funds can be spent on infrastructure and operating expenses.
