The chair of the Agriculture, Rural Development, and Housing Policy Committee last week released his omnibus policy bill. The foundation of the bill was created by changes the Department of Agriculture sought, but it does include a controversial provision that Governor Dayton will likely oppose.
An included provision would ensure any rule requirements implemented by the Minnesota Department of Agriculture (MDA) related to water protection and nitrogen fertilizer be enacted in to law. Some agricultural stakeholders have concerns that the rule will be released after the legislative session, limiting their ability to respond through legislative action.
