Bipartisan Power-Sharing Agreement Ensures Orderly Start to Session says Senator Rob Kupec

ST. PAUL, Minn. – A bipartisan power-sharing agreement has been reached between the DFL and Republican Caucuses in the Minnesota Senate ensuring an orderly start to the 2025 Legislative Session as it begins Tuesday. This agreement will ensure legislative work can begin without delay according to Senator Rob Kupec (DFL-Moorhead).

“The only way we get our work done this year is by finding common ground, and this agreement is a good start to what I believe will be a very productive session,” said Sen. Kupec. “My legislative colleagues on both sides of the aisle want to work together, and Minnesotans expect us to this year. I look forward to working in a bipartisan manner to address the challenges facing families and our communities, and that work begins without delay today.”

Currently, the 67-member Senate is evenly divided between 33 DFL members and 33 Republican members, with Senate District 60 open following the tragic passing of Senator Kari Dziedzic. Under the terms of the new agreement, laid out in Senate Resolution 1 which will be passed during Tuesday’s opening of Session, power will be evenly divided between the DFL and Republican caucuses including the election of co-presiding officers of the Senate and the temporary co-chairing of Committees, and evenly divided committee membership. These terms will remain in effect until the open seat in Senate District 60 is filled and a majority is secured.

In the 2025-26 biennium, Senator Kupec will serve as Vice Chair of the Agriculture, Veterans, Broadband and Rural Development Committee, and will serve on the Health and Human Services, Higher Education, and Labor Committees. He is also a member of the Blue Dog Coalition.
