ST. PAUL, Minn. — On Sept. 17, Senate Capital Investment Committee Chair Senator Sandy Pappas (DFL-St. Paul) and members of the Capital Investment Committee travelled to 12 communities in Southeast Minnesota to learn about 14 proposed projects requesting state matching funds, meet with local officials, and tour project sites. On Sept. 16, the committee met virtually with leaders from eight additional communities.
This first leg of the 2026 bonding tour came one week after Fitch Ratings assigned Minnesota the highest possible rating (“AAA”) for state bonds, joining the two other major credit-rating agencies, Moody and S&P.
Senator Pappas releases the following statement:
“Thank you to every mayor, city manager, engineer and resident who welcomed the Capital Investment Committee and shared what their residents need to live healthy, safe and fulfilling lives. These projects provide well-paying, frequently union jobs; and they ensure Minnesotans in every corner of the state have clean water in their homes, can drive to work and school safely, and have communal places to gather.
“As we start the many sections of the 2026 bonding tour, I see pressing need for state investment from our Canadian border down to Iowa. Minnesota’s renewed ‘AAA’ bond rating demonstrates our stability and fiscal responsibility, and robust bonding bills are part of that equation. I am pleased that the Legislature has passed bonding bills in two of the last three years, and I hope bipartisan support for critical state infrastructure continues.”
