Senator Rob Kupec was elected in 2022 to represent Senate District 4, which includes Becker and Clay County. Senator Kupec serves as Vice Chair of the Agriculture, Broadband, and Rural Development Committee, and serves on the Health and Human Services Committee, Higher Education Committee, and Labor Committee.
Before being elected as a Senator, Kupec was a meteorologist for WDAY and KVRR news in the Fargo-Moorhead area, and continues to work as a meteorologist in his private life. He and his wife have lived in Moorhead for 26 years, where they moved with their son in the year 2000.

Legislative Accomplishments
- Delivered millions of dollars in state funding for District 4, including flood mitigation, local road and bridge upgrades, a new Dilworth Fire Station, and modernization of M State Moorhead.
- Co-authored legislation providing $1 billion in Social Security tax reductions, leading to 76% of Minnesotans paying no taxes on Social Security.
- Established Minnesota’s Grain Indemnity Fund to help grain farmers in case of grain silo bankruptcies.
- Supported efforts to create an Office of the Inspector General in Minnesota, which will protect taxpayer dollars and maintain program integrity.
- Increased financial support for new dairy farmers.
- Was the chief author of Minnesota’s Digital Fair Repair Act, allowing consumers the right to seek independent repair options for digital products, and continues to lead efforts to expand fair repair rights to farm products.
- Has successfully ushered passage of balcony solar and battery stewardship programs through the state Senate. While the measures did not advance in the House, Senator Kupec will continue to push for these issues.
