ST. PAUL, Minn. — Today, the Minnesota Senate passed House File 5074, carried by Senator Doron Clark (DFL-Minneapolis). The bill appropriates over $5.1 million to four individuals for exonerations and personal injury claims against the Department of Corrections.
In an egregious case of injustice, Marvin Haynes – at the age of 16 – was convicted of first-degree murder and one count of second-degree assault, and was sentenced to life in prison. After new evidence presented at a hearing revealed the conviction was procured based on false evidence and unduly suggestive eyewitness identification, Mr. Haynes’ charges were dismissed with prejudice and the conviction was vacated. Mr. Haynes spent 19 years, 6 months, and 23 days in prison on the convictions. He will receive $4.5 million from the state.
“When the state fails to deliver justice, it’s our responsibility to compensate our fellow Minnesotans who have been wronged,” said Senator Clark. “As co-chair of the Joint Subcommittee on Claims, I take this work incredibly seriously. I wish these four individuals the best, and I hope the funds for these claims help remedy the harm that they have suffered. And to Mr. Haynes, I hope this provides you with the justice and peace you deserve.”
The bill now heads to Governor Walz’s desk.
