(ST. PAUL, Minn.) -A recently released report examining the partisan makeup of bills in the 2025 Legislative Session shows Senator Rob Kupec (DFL-Moorhead) is one of the most bipartisan members in the Minnesota Senate.
According to the “State of Bipartisanship” report released by Majority in the Middle, approximately 57% of the bills chief authored by Sen. Kupec were co-authored by a Republican member, making him one of 6 Senators who had bipartisan co-authors on at least 50% of his bills. If bills solely authored by Sen. Kupec are removed, approximately 76% of his bills were bipartisan.
“I’m proud of the work I’ve done to build relationships with members on both sides of the aisle, because in our closely divided legislature it’s the only way we can get things done,” said Sen. Kupec. “Now more than ever, we need to find common ground and shared values to make progress on the issues Minnesotans care about.”
The recently released report examined bipartisanship in the legislature using the metric of bill authorship. According to the report more bipartisan bills were introduced and heard in committees in 2025, suggesting a growing appetite for cross-party collaboration and a recognition that shared authorship can help bills gain traction in a tied chamber.
