Loan Package to Extend Lifeline to Business Owners Who Suffered Significant Losses During Federal Occupation
SAINT PAUL, Minn. – Senator Bobby Joe Champion (DFL-Minneapolis) said the Senate has passed his economic recovery package to help business owners across Minnesota who suffered devastating financial and job losses during Operation Metro Surge.
“Minnesotans understand the devastating impact and the economic cost that Operation Metro Surge has had on our state It has hurt our businesses and impacted thousands of jobs,” said Senator Champion. “This economic recovery package will help business owners who are still reeling after suffering significant losses during the recent federal Immigration actions. The assistance could mean the difference between a business surviving or having to shut its doors for good due to the federal surge. It will begin the process of helping our state and our businesses recover.”
The package includes $100 million in forgivable 0% loans for hard-hit Minnesota businesses in both the Twin Cities Metro area and communities across Greater Minnesota. To be considered, businesses must demonstrate a loss of revenue of 30 percent or more directly linked to federal immigration actions that occurred in communities around the state after December 1, 2025.
Champion said a report released this month by Minnesota-based North Star Policy showed that the surge had caused significant damage to the state’s economy and was a key reason the state lost 7,700 jobs lost in January and February. The heaviest were losses concentrated in industries targeted by immigration enforcement, the report said.
