Senator Ann Johnson Stewart Named Chair of the Electricity as Vehicle Fuel Working Group

Working group charged with ensuring transparent and fair implementation of new electricity as vehicle fuel tax

ST. PAUL, Minn. — Senator Ann Johnson Stewart (DFL – Minnetonka) has been named Chair of the Electricity as Vehicle Fuel Working Group.

The Electricity as Vehicle Fuel Working Group was established in the 2025 Transportation budget bill to create a transparent and fair implementation of an electricity as vehicle fuel tax. The legislation was passed with bipartisan support in both legislative chambers.

“I am honored to be named Chair of the Electricity as Vehicle Fuel Working Group,” said Sen. Ann Johnson Stewart. “As vehicle preferences and technology change, it is important that we proactively adapt the funding sources of our roadways and bridges. Working with this diverse group of stakeholders will ensure we do this in an equitable and strategic manner.”

Senator Johnson Stewart outlined her goals as chair of the working group:

  • Preparing Minnesota to implement the electric vehicle charging tax that has been passed by the legislature
  • Ensuring that taxes paid by electric vehicle drivers are fair, both when compared to drivers of gas-powered vehicles, regardless of whether they have access to charging their vehicle at home
  • Discussing the future of fairly taxing all vehicles on Minnesota roads, and the strengths and challenges of each potential policy option

Minnesota is the ninth state to implement a tax on electricity as vehicle fuel. You can watch the entire live stream of the working group’s first meeting here.
