Senator Matt Klein Ushers Commerce and Consumer Protection Legislation to Senate Passage

ST. PAUL, Minn. —
 Today the Senate passed the Commerce and Consumer Protection Policy conference committee report authored by Senator Matt Klein (DFL-Mendota Heights). The package includes a variety of provisions focused on protecting consumer rights, promoting transparency and fair practices in the marketplace, and empowering consumers.

Some highlights of the legislation included: 

  • Minnesota Debt Fairness Act (Boldon):
    • Bans the denial of medical care based on outstanding patient debt,
    • Prevents medical debt from being automatically transferred to a patient’s spouse,
    • Establishes new protections for certain property from collection actions, 
    • Establish creates guardrails for wage garnishments, and more.
  • Student Loan Borrower Bill of Rights (Oumou Verbeten): Expands the Student Loan Borrower Bill of Rights from 2021 to strengthen reporting requirements of private lenders, ensures borrowers have accurate info about income repayment options, allows borrowers to file a claim, and more.
  • “Click to Cancel” (Gustafson): Requires that customers consent to automatic renewals and can end them any time in a clear and simple way.
  • Prohibiting Social Media Manipulation Act (Seeberger): Reflects some recommendations from a report on technology’s effect on youth. Prohibits algorithms targeted at minors, set default privacy settings, establishes transparency requirements and more.
  • Net Neutrality (Latz): Prohibits Internet Service Providers from prioritizing different internet communications based on content, price, platform used, and more. This is critical to equitable access to information and to fight censorship.
  • Gender Affirming Care Coverage (Dibble): Requires health carriers providing health insurance coverage for physical or mental health services to also provide coverage for gender-affirming care.  

The Commerce and Consumer Protection Policy conference committee report passed the Senate with a vote of 34-32 and awaits consideration on the floor of the Minnesota House.

Matt Klein represents Senate District 53 which includes the area spanning parts of Eagan, Inver Grove Heights, Lilydale, the city of Mendota, Mendota Heights, South St. Paul, Sunfish Lake, and West St. Paul.
