ST. PAUL, MINN. – State Senators Barb Goodwin (DFL-Columbia Heights) and Karin Housley (R-St. Mary’s Point) have joined forces to author legislation providing affordable health care to corrections employees who are rendered permanently disabled in the line of duty.
Housley and Goodwin took action when they learned about the violent assault and subsequent permanent disability of former state corrections employee Dave Kampa. Kampa was a highly regarded investigator at the Stillwater prison with over 30 years’ experience when an inmate violently assaulted him. As a result of the attack, Dave suffered a traumatic brain injury which left him permanently disabled. Unable to work, Kampa left state service. His health care costs skyrocketed from $183/month to over $1600/month.
“If somebody gets as severely injured as Dave Kampa did on the job, it’s just fair that the state covers his health care,” said Senator Goodwin. “He shouldn’t be re-victimized with skyrocketing health care costs.”
“It just breaks your heart that this could happen,” stated Senator Housley. “Providing affordable health care to a state employee permanently disabled on the job is the right thing to do.”
Senate File 1737 was drafted to help state employees like Dave Kampa. The proposal provides affordable health care to state employees who are assaulted by an inmate at state correctional facilities under the control of the commissioner of corrections, and then determined to be totally and permanently disabled under current laws. When this occurs, the department of corrections must continue to make the employer contribution for hospital, medical and dental benefits under SEGIP after the person terminates state service. The bill was heard before the State and Local Government Committee on Monday, March 10.

They will make a big difference in the lives of state employees who are needlessly and violently attacked and disabled while performing their jobs,” said Richard Kolodziejski, Legislative and Public Affairs Director for the Minnesota Association of Professional Employees. “I know they have for Dave Kampa.”
